Here’s a headline that stings if you live in New York, New Jersey, or Illinois: while many high-tax states keep raising property taxes, Florida is voting on whether to cut them further.

On the November ballot, Florida voters are deciding on Amendment 3 — a measure aimed at property tax relief. If you’re thinking about relocating or buying a second home here, it’s worth understanding, because it could affect your long-term costs.
What Amendment 3 Would Do
Right now, Florida caps how much the taxable value of a non-homestead property — a second home, vacation home, or rental — can rise each year at 10%. Amendment 3 would lower that cap to 5%, starting in 2027.
In plain English: if it passes, second-home and investment-property owners would get more protection against rising tax bills in a hot market. (Primary residences already enjoy the stronger 3% “Save Our Homes” cap.)
Why This Matters If You’re Moving
Florida already offers what high-tax-state residents are chasing:
- No state income tax — on wages, pensions, retirement income, or Social Security.
- Lower property taxes — roughly 0.8% on average, versus 1.5%–2%+ in much of the Northeast.
- The Homestead Exemption + 3% cap once a Florida home is your primary residence.
A measure to tighten the second-home cap on top of all that only strengthens the case. It’s one more sign that Florida is leaning into being a low-tax destination — exactly the opposite direction many Northeast homeowners feel their own states are heading.
The Honest Caveats
A few things to keep in mind, because the full picture matters:
- This is a ballot measure — it only takes effect if passed, and the change would start in 2027.
- A second home still gets no Homestead Exemption, cap or not.
- Insurance in Florida is high — always factor it in.
- Your income tax doesn’t stop in your old state automatically — you must properly establish Florida residency.
(This is educational information, not voting advice — just what the measure could mean for your wallet if you’re planning a move.)
The Bigger Picture
Tax changes like this are exactly why timing and planning matter. If Florida is on your radar, the smart move is to understand the full cost picture now — and to plan what the savings could do for your retirement and your family’s future once you’re here.
